Emily Waters is a policy and research consultant with extensive expertise in state and federal policy related to domestic and sexual violence, carceral systems, and queer and trans communities. Previous organizations she has consulted for include the Transgender Law Center, GLSEN, Center for Urban Pedagogy, IDEO, and the LGBTQ Institute on Intimate Partner Violence. Her work can be found in The New York Times, HuffPost, and the Advocate. 
Emily is also a Ph.D. student in the Social Welfare Department in the Luskin School of Public Affairs at UCLA. Her research critically examines how problems are constructed in social policy and the impact of these constructions on marginalized communities. Further, she is interested in the role of public policy in upholding white supremacy and gender essentialism and the influence of online narratives in driving political behavior. 
She is an Adjunct Lecturer at Columbia University School of Social Work where she teaches courses on Program Evaluation in Social Services and Macro and Micro Approaches to Working with LGBTQ communities.
